Palace Keeps Mum on Impeachment Voting Threshold Talks

Malacañang declined to weigh in on the voting threshold for Vice President Sara Duterte’s impeachment trial, saying it will leave the matter to the Senate. Palace Press Officer Claire Castro said the Marcos administration would not issue an opinion on whether the two-thirds threshold should be based on all 24 senators or only those qualified to participate.

Retired Chief Justice Hilario Davide Jr. — a framer of both the 1973 and 1987 Constitutions — told the impeachment court the base must be senators legally and physically qualified to vote. The question is live because Sen. Ronald dela Rosa is in hiding over an ICC warrant, Senators Jinggoy Estrada and Rodante Marcoleta are in detention over plunder cases, and Senator Loren Legarda is on medical leave. Former justices Adolfo Azcuna, Reynato Puno and Artemio Panganiban offered competing safeguards.
